When we recommend it

Every Phase 00. Without the maturity diagnostic, we cannot calibrate the engagement. The model is also revisited in Phase 03 to track the organization's actual progression.

What it is

The framework, what it covers, and the problem it addresses.

A five-level diagnostic of an organization's AI maturity: (1) Experimenting (pilots without governance), (2) Adopting (first production use cases), (3) Operating (multiple use cases under shared governance), (4) Embedded (AI is part of how functions work), (5) Optimizing (continuous platform refinement), capability compounds. The model applies across five dimensions: data, governance, talent, technology, process. The level on each dimension can differ.

Why it matters

The reason this framework exists in the Rubix toolkit, and why omitting it is the wrong shortcut.

Engagement calibration is everything. A client at Experimenting cannot run a Phase 03 engagement; they will fail at scale because the foundation is not there. A client at Operating who is offered another pilot is being underserved. The maturity model is what produces an engagement plan that fits the client's actual capability rather than the consultant's preferred deliverable.

Regional context. PDPL, SDAIA, Vision 2030, Saudization, and the operating realities that shape how this framework lands here.

KSA enterprises vary widely in AI maturity. A Tier-1 group with strong data infrastructure may be at Operating on technology and Experimenting on governance. A government agency may be at Adopting across the board with sovereignty constraints that pin them there. The model surfaces these mixed-maturity profiles and lets us shape the engagement to the actual gaps.

How Rubix applies it

The phases of the Rubix Way where this framework is operationalized, and what we do with it there.

Phase 00

Frame. The model is the diagnostic centerpiece. We score the client on each of the five dimensions in the first week of the engagement.

Phase 01

Strategize. The maturity scores shape the strategy. We do not propose Phase 03 work to a client at Experimenting. We propose foundational work that lifts them to Adopting first.

Common pitfalls

The failure modes we have seen up close, written so the next engagement avoids them.

    Scoring the client too generously. Most clients believe they are at Adopting when they are at Experimenting. The honest score produces the right engagement plan.

  • 02

    Treating maturity as a single number. Mixed-maturity profiles (high on technology, low on governance) are the rule, not the exception. The engagement must match the lowest dimension where the use case lands.

  • 03

    Re-scoring without evidence. Maturity changes when the organization actually changes, not when training is delivered.
